Published in 1989, the document What Teachers Should Know and Be Able to Do articulated the National Board’s Five Core Propositions for Teaching. Similar to medicine’s Hippocratic Oath, the Five Core Propositions underscored the accomplished teacher’s commitment to advancing student achievement. Together, the propositions form the basis of all National Board Standards and the foundation for National Board Certification.
Proposition 1: Teachers are committed to students and their learning.
Proposition 2: Teachers know the subjects they teach and how to teach those subjects to students.
Proposition 3: Teachers are responsible for managing and monitoring student learning.
Proposition 4: Teachers think systematically about their practice and learn from experience.
Proposition 5: Teachers are members of learning communities.

1.) NBCTs (National Board Certified Teachers) make knowledge accessible to all students.
2.) They treat students equitably and understand individual differences.
3.) They understand how students develop and learn.
4.) They respect cultural and family differences in students.
5.) They care about students' self-concept, motivation, and character development.
Proposition 2 Indicators:
1.) NBCT have mastery and deep understanding of the subjects they teach.
2.) They have skill and experience in teaching the subject.
3.) They use variety of instructional strategies.
Proposition 3 Indicators:
1.) NBCTs deliver effective instruction through the use of different instructional strategies and by finding ways to motivate students.
2.) They assess the knowledge of each student in the class.
3.) Student growth is measured using a variety of methods.
Proposition 4 Indicators:
1.) NBCTs model, through reading, questioning and trying new things, what an educated person is.
2.) They stay current on issues in American education and understand the different learning/instructional strategies that exist.
3.) They are always expanding their practice, changing what they do and deepening their knowledge and teaching skills.
Proposition 5 Indicators:
1.) NBCTs collaborate with others on student learning and they look to build relationships within the community.
2.) They work with colleagues on curriculum development, policy changes and professional development.
3.) They work with parents to engage them in school activities.
